Job Description:
Construction jobs in Virginia USA; The Contractor shall identify the staffing necessary to successfully perform the work contained herein. Contractor staff shall possess and maintain the requisite knowledge and expertise to successfully accomplish the objectives of this Statement of Work. The Contractor will be responsible for ensuring that, at a minimum, the individual(s) assigned to execute the project possess the following:
• At least five years of Federal Acquisition experience.
• Current or prior DAWIA or FAC-C certification.
• Extensive knowledge of the Service and its operations is a plus.
• An in-depth understanding of the Recovery Act requirements.
• The ability to manage multiple, concurrent workstreams with competing deadlines.
• The ability to write, and verbally present complex subjects in a clear and concise manner.
• The ability to effectively brief senior executives on complex issues.
. Work Description
A. Provide pre-solicitation guidance for all America Recovery and Reinvestment Act (ARRA) acquisitions requiring the Bureau Procurement Chief’s (BPC) review and approval. Coordinate with Regional Contracting Officers for receipt of acquisition packages/documents requiring review. Utilizing the DOI review checklist, OMB guidance, and all applicable regulations, review the acquisition award folder for completeness, accuracy and sound business decisions and prepare the packet for BPC review and approval.
B. Ensure selected vendors are registered with the Central Contractor Registry for electronic payment. Ensure selected contractor is not on the Excluded Parties List.
C. After award is made, ensure that the regional Contracting Office has completed the Federal Procurement Data System (FPDS) report and that the award announcement for all recovery acquisitions has been posted on Federal Business Opportunities (FBO).
D. Answer inquiries about acquisition procedures or issues under ARRA and update the Frequently Asked Question sections under the Service’s internal ARRA recovery website.
E. Monitor ARRA contractor performance in relation to the completion schedule required by ARRA contracts. Monitor ARRA data and when required provides date and analysis on ARRA acquisitions.
Qualification and Requirement:
Long-term full time contract position up to 2 years.
Candidate must be a US Citizen and capable of passing a security clearance.
