Job Description:

Environmental Jobs in California; Manages the environmental clearance including the DEIS/DEIR phase for the Westside Subway Extension; oversees, manages, and executes all work activities associated with plan development, project and program implementation, capital management, and technical analysis for all assigned projects.

As well as coordinates/oversees the work of other staff on related projects in a major transportation mode or program; leads and facilitates meetings to develop agency-wide and departmental strategies, processes, and policies;

directs analyses and makes recommendations supporting the planning, offering, marketing, or disposition of Metro properties and station sites; develops, negotiates, and executes major cooperative and service agreements,

Memorandum of Understanding, and interagency funding plans to include scopes of work, financial plans, schedules, and contracts with other agencies and private developers.

represents Metro, provides consultation services, and makes presentations to local, regional, state, and other agency committees and boards; participates and takes leadership position in regional forums; evaluates proposed legislation for impact on specific plans, programs, and projects.

Responsible for communicating and implementing safety rules, policies, and procedures in support of the agency’s safety, vision, and goals; maintaining accountability for the safe performance of all subordinate employees; and complies with all of Metro’s safety rules, policies, and procedures; and performs other related duties.

Qualification and Requirement: Winning candidate MUST possess the following

• A Master’s degree in a related field and experience with the Federal NEPA environmental process, the Federal Transit Administration’s New Starts Program, the California Environmental Quality Act as well as previous experience managing multi-disciplinary teams is desirable.

• A Bachelor’s Degree in Business, Urban or Transportation Planning, Engineering, or other related field

• Five years of transportation project/program management-level experience in transportation planning (Rail, Bus and other fixed guideway modes).

• Must have a satisfactory job performance record as verified by reference check prior to the offer of employment. Must possess a valid California Class C driver’s license.

• Abilities: Manage the activities of a major transportation mode, project, or program; determine strategies to achieve goals; interact professionally with others; communicate effectively orally and in writing; analyze situations, identify problems, recommend solutions, and evaluate outcome; compile, analyze, and interpret complex data; conduct comprehensive studies and analyses; supervise, train, and provide expert technical assistance to subordinate staff.

• Knowledge: Theories, principles, and practices of project and program management, transportation and land use planning and regulations, contract, and funding; applicable laws, rules, and regulations governing transportation policies funding, and planning for a public agency.
